Abstract
All physicians in Korea become members of the Korean Medical Association in accordance with the Medical Law. The Medical Association is in charge of license management, such as education for physicians, job reporting, and advertisement review, etc. Contrary to its legal status, the Korean Medical Association has an insufficient role in the public interest. It is necessary to expand the public service function of the Medical Association through strengthening license management. This is to fulfill the social responsibility of the Medical Association as a profession.
There are independent Medical Regulatory Authorities in the United States, United Kingdom, Canada, etc, The Medical Regulatory Authorities mainly deals with the license management of physicians, while the Medical Association focuses on advocating the rights and interests of its members. In the case of Austria, the Medical Association is responsible for both license management and the advocacy of physicians.
In order to expand the role of the Korean Medical Association in the public interest, it is necessary to further expand the license management business. To do this, first, provisions on the purpose and role of the Medical Association should be added to the Medical Act. Second, the provision of authority regarding the registration, investigation, and disciplinary action of members should be added. At the same time, there is a need for a social discussion on the necessity of integrated managing a license by the Medical Association. In addition, it is necessary to take a responsible course of action by the Medical Association for medical policy and protection of the public's health.
